Does This Grow In Colder Climates?

Isn’t this a beautiful flower?...

I’d never heard of or seen this flower before but fell in love with it when I saw it.  Something like this would really brighten up a dull winter day.  Do they bloom at this time of year?  Is there somewhere I could get one?
